Resumen de Reacción estatal en casos de abuso sexual en menores en Alto Paraná: Análisis de casos en Yguazú, Juan León Mallorquín y Juan E. O’Leary en los años 2017 al 2021

El artículo hace referencia a casos de abuso sexual en menores denunciados ante el Ministerio Público en el área de Alto Paraná, un tipo de violencia que va aumentando paulatinamente al considerar que las zonas rurales dan a conocer menos este tipo de hecho. En ese sentido, la metodología aplicada es de enfoque mixto, de nivel descriptivo. Como muestras fueron utilizados los cuadernos de investigaciones fiscales de las unidades n.º 1 y 2 de la Fiscalía Zonal de Yguazú. Como técnica se aplicó la observación de documentos y análisis con lo cual se dejó constancia del aumento de los casos. Con los resultados obtenidos se permite establecer numéricamente la población evaluada tomando las variables de: casos registrados en los años 2017 al 2021 de las unidades penales de Yguazú, casos nacionales y su distribución departamental, casos de abusos antes de la pandemia y durante, indicando además que se ha experimentado un leve descenso de los números durante la pandemia 2020. Se obtienen datos del vínculo entre denunciados y víctimas, preferencia en cuanto al sexo, instituciones que colaboran con la comunicación del hecho, los organismos e instituciones con obligación denunciar. También, se verifican los elementos de pruebas contundentes con la finalidad de reproducirlos en juicio considerando sus particularidades, por último se presentan estadísticas de las condenas, en investigaciones culminadas y desestimadas para el cotejo y su estado.

This article relates to child sexual abuse cases that were filed at the Public Ministry in Alto Paraná. This type of crime is gradually increasing, considering that in rural regions this offense often is not reported. For that matter, the methodology used is of a mixed approach, of descriptive level. The samples were the criminal investigation’s booklets of Unit 1 and 2 of Caaguazu’s Zonal Public Prosecution Service. The technique was the viewing and analysis of documents which showed the increase of this type of crime. With the obtained results it is possible to establish numerically the observed population by taking the following variables: documented cases from 2017 and 2021 at Public Prosecution Service’s offices in Yguazu, national cases and their departmental distribution, cases before and during the pandemic, which also showed a slight decrease of these cases during the pandemic in 2020. The study also includes information on the bonds between the persons charged and the victims, preference regarding gender, institutions involved in reporting the crime, and the organisms and institutions with obligation to report. Furthermore, the evidence elements are verified, in order display them in hearings, considering the particularities of this type of crime, and finally this paper introduces statistics of convictions, concluded investigations and dismissed cases for comparison.
