El presente artículo analiza la gestión de proyectos como una herramienta fundamental para el desarrollo, donde una buena implementación de esta actividad permite la obtención oportuna de créditos financieros. El objetivo del mismo es realizar una evaluación de los modelos de gestión de proyectos de agua potable implementados en la provincia de Manabí, para lo cual se utilizaron diferentes instrumentos como la entrevista en profundidad, el análisis de la documentación entregada en la gestión por parte del Gobierno Autónomo Descentralizado (GAD) Municipal del cantón Pichincha y la aplicación de evaluación de madurez en la gestión de proyectos mediante Organizacional Project Management Maturity Model (OPM3). Los resultados indicaron que no se cuenta con un modelo estandarizado, con un nivel de madurez gestionado; siendo indispensable aplicar este tipo de evaluación en otros municipios e instituciones públicas, lo que permitirá tener una perspectiva real de los modelos de gestión utilizados actualmente.
This article analyzes project management as a fundamental tool for development, where a good implementation of this activity allows the timely obtaining of financial credits. The objective of the same is to carry out an evaluation of the management models of drinking water projects implemented in the province of Manabí, for which different instruments were used such as the in-depth interview, the analysis of the documentation delivered in the management by the Municipal Autonomous Decentralized Government (GAD) of the Pichincha canton and the application of maturity assessment in project management through the Organizational Project Management Maturity Model (OPM3). The results indicated that there is no standardized model, with a managed maturity level; it is essential to apply this type of evaluation in other municipalities and public institutions, which will allow having a real perspective of the management models currently used.
