La coordinación entre técnicas operativas y de negociación de incidentes críticos con rehenes

    Determinadas situaciones a las que se enfrenta la Policía no sólo deben abordarse desde una perspectiva puramente técnico-policial, sino también psicológica. Entre estas situaciones se encuentran las crisis y especialmente las crisis con rehenes, en las cuáles las técnicas de negociación cobran una relevancia especial. Pero estas técnicas de negociación no pueden aislarse de las otras técnicas operativas con las que deben coordinarse para la resolución táctica del incidente. En este trabajo se analiza la doble lógica que plantea la resolución de estos incidentes: la operación in situ con mando centralizado que permita coordinar las operaciones y dar respuesta inmediata a las incidencias y la dirección de retaguardia, flexible y colegiada a fin de gestionar mejor la complejidad de la crisis. Este escalonamiento de las decisiones permite obtener los máximos resultados de las técnicas de negociación.

    A limited number of situations faced by Police must be approached not only from a strictly police-technical but also psychological view. Among these situations you can found crises and specially crises with hostages where negotiation technics play a relevant role. But these negotiation technics can not be isolated from the other operating technics since they must be coordinated with them for the tactic resolution of the incident. In the present study, it is analyzed the double logic posed by the resolution of these incidents: the operation in situ with centralized management to allow the action coordination and to answer inmediately to the incidences and the flexible and collegiated management to the rear guard in order to crisis complexity will rather be negociated. This echeloning of the decisions allows to get the top results of the negotiation technics.
