    El propósito fundamental de la investigación consistió en generar unas estrategias que potencien la calidad de vida de los habitantes de las comunidades de Riohacha, mediante el incremento del nivel en el bienestar social y en incrementar la capacidad de satisfacer las necesidades básicas de la población en esas comunidades. En el aspecto metodológico la investigación se sustentó en la investigación cualitativa, descriptiva empleando el método de investigación acción participativa. La población estuvo conformada por grupos focales de cuatro miembros de las diez comunidades del distrito. La técnica empleada fue la entrevista semi estructurada y el instrumento de recolección de información fue el guión de entrevista. Entre los principales hallazgos encontrados, se puede mencionar que las comunidades presentan básicamente las mismas dificultades, como son el bajo nivel socioeconómico, dificultad en el empleo, deficiencias en los servicios públicos, inseguridad, nula participación ciudadana y poca articulación con los programas pertenecientes a las políticas públicas gubernamentales. Entre las conclusiones se develan los principales factores que impactan negativamente el bienestar social y las necesidades básicas insatisfechas, por tanto a partir de allí se general las estrategias que buscan aportar una solución general factible que incremente el nivel del bienestar social en las comunidades.

    The fundamental purpose of the research was to generate strategies that enhance the quality of life of the inhabitants of the Riohacha communities, by increasing the level of social well-being and increasing the ability to meet the basic needs of the population in those communities. In the methodological aspect, the research was based on qualitative, descriptive research using the participatory action research method. The population was made up of focus groups of four members from the ten communities of the district. The technique used was the semi-structured interview  and the  information  gathering instrument  was the  interview  script. Among the main findings found, it can be mentioned that the communities present basically the same difficulties, such as low socioeconomic status, difficulty in employment, deficiencies in public services, insecurity, no citizen participation and little articulation with programs belonging to the government public policies. Among the conclusions, the main factors that negatively impact social welfare and unmet basic needs are revealed, therefore, from there the strategies that seek to provide a feasible general solution that increases the level of social welfare in communities are generalized.
