Resumen de El Brasil de Bolsonaro: la captura antidemocrática del Estado de derecho

  La llegada de Jair Bolsonaro a la presidencia ha abierto varios interrogantes respecto a las condiciones en que se encuentra el régimen democrático en Brasil. No solo por lo que supone su figura como personalidad política, sino también por el proceso histórico que permitió su victoria electoral y por las transformaciones culturales, institucionales y la relevancia de determinados actores que se manifiestan en el período. En este sentido, este artículo analiza dos aspectos que hacen a la singularidad del mandato que se inicia: las nuevas orientaciones sociales ideológicas y la sobrerepresentación de los militares en el gobierno, por un lado, y los cambios ocurridos en la estructura de los poderes públicos, con destaque al fenómeno del lawfare o guerra jurídica, por el otro. El foco colocado en estas dos dimensiones no desmerece otros puntos de vista, pero ellas son decisivas al momento de establecer una caracterización de la democracia brasileña y de especular sobre sus condiciones de estabilidad.

  The arrival of Jair Bolsonaro to the presidency has opened several questions regarding the conditions of the democratic regime in Brazil. Not only for what his figure as a political personality implies, but also for the historical process that allowed his electoral victory and for the cultural, institutional transformations and the relevance of certain actors that manifest themselves in the period. In this sense, this article analyzes two aspects that make the singularity of the mandate that begins: the new ideological social orientations and the overrepresentation of the military in the government, on the one hand, and the changes occurred in the structure of the public powers, with highlight to the phenomenon of lawfare or legal war, on the other. The focus placed on these two dimensions does not detract from other points of view but is decisive when establishing a characterization of Brazilian democracy and to be able to speculate on its conditions of stability.
