    La reorganización de la economía actual requiere proyectar el Control Interno hacia el logro cada vez más preciso de los objetivos y metas que se trazan las organizaciones, los organismos, y las entidades, es por ello que las acciones y medidas que se adopten al respecto deben cumplirse por todas las personas involucradas y responsabilizadas con su implementación.

    El Control Interno es importante para las diferentes entidades. Múltiples han sido los intentos por lograr un adecuado control que propicie alcanzar las metas trazadas. Los Manuales de Procedimientos; son instrumentos que facilitan el aprendizaje del personal, que registran la información básica referente al funcionamiento de las entidades proporcionando la orientación que se requiere, el objetivo de la presente investigación es rediseñar el Manual de Procedimientos para el subsistema de Activos Fijos Tangibles en la Empresa Eléctrica Cienfuegos con el propósito de fortalecer el control interno de la entidad y ofrecer las soluciones a las deficiencias detectadas, presentando los procedimientos a seguir en el subsistema de Activos Fijos Tangibles. Para el logro de los objetivos propuestos se utilizaron una serie de técnicas que permitieron la confección del Manual de Procedimientos que se sustenta en los objetivos y necesidades de la entidad.

    The reorganization of the current economy requires to project the Internal Control toward the more and more precise achievement of the objectives and goals that the organizations, the organisms, and the entities are traced, it is for it that the actions and measures that are adopted in this respect they should be completed by all the involved people and made responsible with its implementation.

    Internal control is important for different entities. Multiple attempts have been made to achieve adequate control to achieve the goals outlined. The Procedures Manuals are instruments that facilitate the learning of the staff, who record the basic information regarding the operation of the entities providing the guidance that is required, the objective of the current research is to redesign the Manual of Procedures for the subsystem of Tangible Fixed Assets in the Electric Company of Cienfuegos with the purpose of strengthening the internal control of the entity and offering the solutions to the deficiencies detected, presenting the procedures to be followed in the subsystem of Tangible Fixed Assets. In order to achieve the proposed objectives, a series of techniques were used that allowed the preparation of the Procedures Manual that is based on the objectives and needs of the entity.
