El siglo XXI en su arranque de tres décadas se nos muestra conflictivo e impredecible. Inseguro para gran parte de los ciudadanos.
Comenzó con la buena nueva del Euro y la mala del 11 de septiembre de 2001 con el ataque al poder financiero, militar y político de Estados Unidos. A pesar de la paz planetaria diversas guerras de baja intensidad siembran dudas sobre el crecimiento sostenido y el avance en el comercio mundial.
El trienio 20-22 con la pandemia covid-19 y la guerra de Crimea, han perturbado considerablemente a las diversas naciones y pueblos del mundo. Los efectos de la pandemia enlazan con la nueva violación del Derecho internacional por la Rusia de Putin en febrero de 2022. La guerra de Crimea es una guerra de desgaste mutuo y una amenaza permanente al difícil equilibrio en el orden internacional.
El autor sugiere, considerando los antecedentes de las paces de Viene 1815 y San Francisco 1945, una nueva conferencia, bajo el signo de la ONU en Ginebra, para sentar las bases de la paz y garantías de las naciones europeas con efectos duraderos.

The 21st century at its start of three decades shows us conflictive and unpredictable.
Insecure for a large part of the citizens. It started with the good news of the Euro and the bad news of September 11, 2001 with the attack on the financial, military and political power of the United States. Despite planetary peace, various low-intensity wars cast doubt on sustained growth and progress in world trade.
The triennium 20-22 with the covid-19 pandemic and the Crimean war have considerably disturbed the various nations and peoples of the world. The effects of the pandemic are linked to the new violation of international law by Putin's Russia in February 2022. The Crimean War is a war of mutual attrition and a permanent threat to the difficult balance in the international order. The author suggests, considering the background of the peace of Vienna 1815 and San Francisco 1945, a new conference, under the sign of the UN in Geneva, to lay the foundations for peace and guarantees of European nations with lasting effects.
