Resumen de Modelo de ajuste estructural en Argentina: economía y política de un fracaso

En este artículo se hace un balance de los resultados que han tenido las medidas de ajuste estructural aplicadas en Argentina durante el decenio de los años noventa. Resalta la incapacidad de la nueva orientación económica para resolver los problemas estructurales de la deuda externa, lo que ha traido un mayor deterioro de la capacidad productiva del país, con impactos negativos en el campo social. Hace un llamado para rescatar los criterios éticos que deberían estar en la base conceptual y argumentativa de los hacedores de política económica, quienes inspirados en las recetas del Consenso de Washington han sacralizado el mercado hasta convertirlo en un sustituto del ordenamiento institucional del Estado, provocando impactos sociales negativos, y han convertido la capacidad de endeudamiento del país en el objetivo principal de la política económica.

This paper presents a balance of the results obtained through prescriptions ofstructural adjustment that were applied in Argentina during the 1990´s. The inability of the new economic orientation for solving the structural problems of the foreign debt is underlined, since it has brought an increased impairment of the productive capacity of the country, with negative effects on the social arena. A call is made to rescue the ethical criteria that ought to be at the conceptual and argumentative basis of those in charge of the economic policy. These, inspired in the recipies of the Washington Consensus, sacralized the market up to the point of making it a substitute of the institutional order of the State, with the ensuing social negative impact, and made of the borrowing capacity of the country the main target of the economic policy.
