Resumen de Estimación de la producción mexicana de cannabis en áreas incautadas, clasificación arancelaria y potencial de exportación

El objetivo es estimar la producción mexicana de cannabis en hierba e identificar los códigos arancelarios que necesitarían habilitarse para permitir a México su comercio internacional. En noviembre del 2021, seis de las ocho fracciones arancelarias con posibilidad para clasificar el cannabis se encontraban prohibidas. Por lo tanto, las recientes reformas para fines lúdicos, comercialización e investigación son insuficientes para potenciar el comercio internacional del cannabis. El presente artículo presenta el detalle para estimar la producción mexicana de cannabis y el potencial de exportación para cada código arancelario. Los resultados indican que, de producirse legalmente en las extensiones de cultivo incautadas, se podrían comercializar hasta 3.145 toneladas anuales, lo que representaría aproximadamente el 7% de participación esperada al año 2025 en el mercado mundial del cannabis legal.

The objective of this research is to estimate the Mexican production of herbal cannabis and to identify the tariff codes that would need to be enabled to allow Mexico its trade internationally. In November 2021, six of the eight tariff lines with the possibility to classify cannabis were prohibited. Therefore, the recent reforms for recreational purposes, marketing and research are insufficient to promote the international trade of cannabis. This article presents the details to estimate the Mexican production of cannabis and the export potential for each tariff code. The results indicate that, if legally produced in the seized cultivation areas, up to 3.145 tons per year could be marketed, which would represent approximately the 7% of the expected participation in the world legal cannabis market by 2025.
