Resumen de Educación superior universitaria en el Perú: Referentes contextuales

  Durante los últimos años, el tema de la educación superior universitaria en Perú haadquirido importancia. Este trabajo tuvo como objetivo general describir el contextohistórico-jurídico de la educación superior universitaria en el Perú. Se desarrolló unainvestigación cualitativa, descriptiva, histórica y documental, fundamentada en elmétodo histórico hermenéutico. Los hallazgos dan cuenta que: 1) En el continenteamericano, la educación superior universitaria surge por primera vez en el Perú; 2) Dosgrandes periodos históricos marcan el recorrido institucional, uno la época de la coloniay otro el periodo de la república, en ambos momentos se deja ver el predominiode la clase privilegiada en el acceso de la educación; 3) Concepción mercantilista dela educación que perdura hasta la actualidad; 4) Influencia en la gestión de la educaciónpor parte de los organismos multilaterales; 5) Corresponde al Estado mediante laSuperintendencia Nacional de Educación Superior Universitaria y el Sistema Nacionalde Evaluación, Acreditación y Certificación Educativa orientar la gestión de la educaciónsuperior. Se concluye que la educación superior peruana marca el inicio de estenivel de formación en el continente americano, el cual, desde sus inicios en la épocade la colonia hasta el presente siglo, se ha caracterizado por procesos de exclusióny mercantilización en detrimento de los grupos étnicos y la clase obrera, por lo que laeducación como derecho es vulnerable y sujeto a las orientaciones de las autoridades gubernamentales en función de los intereses de grupos privilegiados, para lograr cambiaresta realidad se hace necesario el diseño de un nuevo marco jurídico que fomenteun proceso de educación universitaria más humana e inclusiva

  During the last years, the issue of university higher education in Peru has gainedimportance. This work had as general objective to describe the historical-legal contextof university higher education in Peru. A qualitative, descriptive, historical and documentaryresearch was developed, based on the hermeneutic historical method. Thefindings show that: 1) In the American continent, university higher education emergedfor the first time in Peru; 2) Two great historical periods mark the institutional journey,one the colonial period and the other the republican period, in both moments thepredominance of the privileged class in access to education can be seen; 3) mercantilistconception of education that lasts until today; 4) Influence on the managementof education by multilateral organizations; 5) It corresponds to the State through theNational Superintendency of Higher University Education and the National System ofEducational Evaluation, Accreditation and Certification to guide the management ofhigher education. It is concluded that Peruvian higher education marks the beginningof this level of training in the American continent, which has been characterized fromits beginnings in colonial times to the present century by processes of exclusion andcommodification to the detriment of ethnic groups. and the working class, so thateducation as a right is vulnerable and subject to the guidelines of government authoritiesbased on the interests of privileged groups, in order to change this reality it isnecessary to design a new legal framework that promotes a more humane and inclusiveuniversity education process.
