Resumen de Operación Acogida: estrategia humanista de recepción a migrantes venezolanos en Brasil

Brasil, es una de las naciones que ha recibido gran cantidad de venezolanos en los últimos cinco años; por ese motivo surge esta investigación de tipo fenomenológica, donde se une la técnica de observación participante, con revisión de contenido en documentos oficiales. Durante los años 2017 y 2018, los migrantes llegaban a la frontera y al no dominar el idioma portugués optaban por quedarse en esa franja llamada Pacaraima-Boa Vista. Esto ocasionó el rechazo por parte de algunos habitantes de la zona quienes veían calles llenas de carpas con familias enteras viviendo dentro de las mismas. El impacto social fue tan grande, que generó actos llenos de xenofobia. Al observar estos acontecimientos, el gobierno federal se vio en la necesidad de generar transformaciones, tanto en sus ordenanzas como en sus políticas gubernamentales, con la finalidad de incluir y controlar la situación. Una de esas políticas es la “Operación Acogida”, la cual es dirigida por la Policía Federal y ACNUR. La misma, tiene como objetivo trasladar gratuitamente a los venezolanos que voluntariamente, deseen trabajar en estados del interior del país. Ofreciéndoles un empleo seguro al llegar de acuerdo a las peticiones previas de dueños de comercios en estados del sur del país y hospedaje con alimentos para toda la familia hasta obtener el primer sueldo. Esta investigación nos brinda como reflexión final, el reconocimiento favorable por parte del gobierno Federal al papel que cumplen los extranjeros en la vida académica, económica y política de la sociedad brasilera.

Brazil is one of the nations that has received a large number of Venezuelans in the last five years; for this reason, this phenomenological research arises, where the technique of participant observation is combined with content review in official documents. During 2017 and 2018, migrants were arriving at the border and not mastering the Portuguese language opted to stay in that strip called Pacaraima-Boa Vista. This caused rejection by some inhabitants of the area who saw streets full of tents with entire families living inside them. The social impact was so great that it generated acts of xenophobia. Upon observing these events, the federal government saw the need to generate transformations, both in its ordinances and in its governmental policies, in order to include and control the situation. One of these policies is "Operation Reception", which is led by the Federal Police and UNHCR. Its objective is to transfer Venezuelans who voluntarily wish to work in states in the interior of the country free of charge. Offering them a secure job upon arrival according to the previous requests of business owners in the southern states of the country and lodging with food for the whole family until the first salary is obtained. The final reflection of this research is the favorable recognition by the Federal Government of the role played by foreigners in the academic, economic and political life of Brazilian society.
