    The paper presents the international and national context frame leading to the transfer of the Portuguese Court and capital to Rio de Janeiro in 1807: from the observation of the Anglo French conflicts to the analysis of the effective ability to resist and from the policy of neutrality to the Atlantic option with the British ally. It analysis the re-creation of the administrative central and government structure in Brazil. Finally, it studies the reorganization of the Regency in Lisbon and the debate on its nature, composition and power, as well as the ways of decision making, in the initial stage of the Peninsular War, of the British presence and of the long distance from the sovereign.

    On présente le contexte national et international du transfert de la cour et de la capitale portugaises à Rio de Janeiro en 1807 : entre l’observation du conflit franco-britannique, et l’analyse des capacités effectives de résistance et de la politique de neutralité à l’option atlantique, en alliance avec la Grande-Bretagne. On analyse la recréation, au Brésil, de la structure administrative centrale et de gouvernement. On reconstitue la réorganisation de la Régence à Lisbonne et le débat sur son statut, sa composition et ses compétences, ainsi que les circuits de décision, dans le contexte initial de la Guerre péninsulaire, de la présence britannique et de l’éloignement du souverain.

    Apresentam-se o quadro internacional e nacional conducente à transferência da Corte portuguesa para o Rio de Janeiro em 1807: entre o acompanhamento do conflito franco-britânico e a análise das capacidades efectivas de resistência e da política de neutralidade à opção atlântica, em aliança com a Grã-Bretanha. Analisa-se a recriação, no Brasil, da estrutura administrativa central e de governo. Reconstituem-se a reorganização da Regência em Lisboa e o debate sobre o seu estatuto, omposição e competências, bem como os circuitos de decisão, no contexto inicial da Guerra Peninsular, da presença britânica e da distância em relação ao soberano.
