Resumen de Bucaramanga: Imagen saludable, ciudad sostenible

  Ésta comunicación se circunscribe al ámbito de lasciudades creativas, narrando y describiendo en un escenario internacional la forma como la ciudad de Bucaramanga ha ido construyendo el concepto de ciudadsaludable, desde la creatividad, sostenibilidad, innovación y tecnología.En Colombia, en el departamento de Santander y sucapital, Bucaramanga, la administración regional ymunicipal han aunado esfuerzos y creado sinergias conel sector privado e instituciones universitarias de laregión con el fin de lograr que Santander avance dentro de la actual Sociedad de la Información, creandoun plan de desarrollo para una economía regionalmás competitiva, edificando un proyecto innovadorque desde ya es un referente para inversores extranjeros y nacionales. Para ello, además del agrupamientoempresarial planificado que busca alcanzar un desarrollo sostenido, han conseguido ventajas fiscales paraquienes inviertan en la zona, especialmente, con lacreación de una “Zona Franca Permanente” que buscamás competitividad.Instituciones públicas, privadas y académicas sirven alos fines de la región. Naciones Unidas, el Ministeriode Medio Ambiente, Vivienda y Desarrollo Territorial, y la Corporación de Defensa de la Meseta de Bucaramanga, CDMB, entre otros, han jugado un papelactivo en cuanto a defensa medioambiental se refiere.La Cámara de Comercio de Bucaramanga, el InstitutoColombiano del Petróleo y universidades como la UIS,UNAB, USTA y UPB1, se han subido al motor de lacreatividad y la innovación para ofrecer educación einvestigación al servicio de la región. Bucaramangacuenta con cerca de 16 centros universitarios y 25Centros de Investigación y Desarrollo Tecnológicoen la zona del Área Metropolitana, AMB, que sirvende semillero y motor del conocimiento al servicio delas necesidades reales de la región. Ya en la década de1990, se había creado un “Plan Prospectivo de Cienciay Tecnología para Santander” y un proyecto para hacerdel AMB, la “Tecnópolis de los Andes”

  This investigation concentrates on the area of creative cities, narrating and describing in an internationalcontext, such as we have in the city of Madrid, the wayin which Bucaramanga has constructed the concept ofa healthy city based on creativity, sustainability, innovation and technology.The Santander province and its capital, Bucaramanga,have joined forces and created synergy together withthe private sector and university institutions in theregion, with the common aim of achieving that Santander stands out in the current Information SocietyThey have therefore created a Development Plan tomake the regional economy more competitive, starting with an innovative project which is already a reference point for national and foreign investors. For thisendeavour, apart from the proposed joining of companies to draw up the Development project, tax benefitshave been obtained for those who invest in the area,among other, thanks to creation of the “Permanentduty-free zone”, which aims to create more competitiveness and obtain sustainable development.The public, private and academic Institutions have offered their services to the region, whilst The UnitedNations, The Environment, Housing and TerritorialDevelopment Ministry and The Corporation for theDefense of the Bucaramanga plateau (CDMB), amongothers, have played an active roll in environment protection. Bucaramanga’s Chamber of Commerce, theColombian Petrol Institute and some universities likeUIS, UNAB, USTA and UPB, have made creativity apriority by putting educational and research facilities at the disposal of the region. There are approximately 16 University centres and 25 centres or departments of technological research and developmentin Bucaramanga´s Metropolitan Area which serve as aknowledge centre for the real needs of the region. Aslong ago as the nineties, “The Prospective Plan of Science and Technology for Santander” was drawn up anda project to convert Bucaramanga and its MetropolitanArea into “The Tecnópolis of the Andes” was created.
