El estudio sobre los logros y desafíos de la Gestión del Riesgo a Desastres y la Acción Climática en el Sistema Nacional de Inversión Pública de Costa Rica, a través de técnicas cualitativas como la cronología, entrevistas semiestructuradas y la percepción de los actores prioritarios, dio al traste el hallazgo de 39 acciones realizadas por la Unidad de Inversión Pública, durante el período 2007-2017, cuya balanza se inclina a favor de la Gestión del Riesgo, dejando entrever el desafío de abordar el enfoque del Cambio Climático.
En esa línea, se enmarca una ventana de oportunidad y se presentan cinco llaves para su incorporación en los proyectos de inversión pública: conceptualización y contextualización, la gestión del riesgo como parte de la acción climática, marcadores para su identificación, ejes de acción prioritarios y cobeneficios.

The study about the achievements and challenges of the Disaster Risk Management and the Climate Action in the National System of Public Investment of Costa Rica, through qualitative techniques such as chronology, semi-structured interviews and the perception of priority agents, provided the finding of 39 actions performed by the Public Investment Unit during the period 2007-2017, which scale leans towards the Risk Management, reflecting the challange of addressing the Climate Change approach.
Along this line, there is a window of opportunity and five tools for its integration in the public investment projects: conceptualization and contextualization, the risk management as part of the climate action, indicators for its identification, benefitial priority lines of actions
