Resumen de La disfuncionalidad entre los Poderes Ejecutivo y Legislativo en México

El presente trabajo tiene como objetivo responder a las preguntas sobre ¿Cuáles son algunas de las disfunciones que se presentan en la relación entre los Poderes Legislativo y Ejecutivo en México? y ¿Qué perspectivas se pueden esperar en el contexto actual, entre dichos poderes? Por lo que hace a la primera pregunta, si partimos de la idea que existe una disfuncionalidad en la relación, entendida como desorden, alteración, anomalía o trastorno, (de acuerdo con los principales sinónimos del concepto de disfunción), entre ambos poderes, trataremos de exponer cuales son algunas de ellas, mismas que consideramos, han tenido un alto costo social, económico y político, a lo largo de la vida democrática de México, provocando una pérdida de soberanía y propiciado una crisis de representación política. La hipótesis de este artículo sostiene que tal disfunción es efecto de la crisis de representación política y pérdida de soberanía, que se refleja en los tres contextos antes descritos. Por lo que hace a la segunda pregunta, intentaremos señalar algunas de las perspectivas que derivadas de dicha relación, pueden presentarse en el escenario de nuestro actual sistema presidencial mexicano.

The present work aims to answer the questions about, ¿What are some of the dysfunctions that appear in the relationship between the Legislative and Executive Powers in Mexico? and ¿What perspectives can be expected in the current context, between these powers? Regarding the first question, if we start from the idea that there is dysfunctionality in the relationship, understood as a disorder, alteration or anomaly, (according to the main synonyms of the concept of dysfunction), between both powers. Will try to expose which are some of them which we consider, have had a high social, economic and political cost, throughout the democratic life of Mexico, causing a loss of sovereignty and propitiated a crisis of political representation. The hypothesis of this article argues that such dysfunction is the effect of the crisis of political representation and loss of sovereignty, which is reflected in the three contexts described above. Regarding the second question, will try to point out some of the perspectives derived from this relationship, which can be presented in the scenario of our current Mexican presidential system.
