    Las siguientes notas repasan brevemente las etapas institucionales de la gestión pública en Guatemala a partir de las últimas dos décadas del siglo XX y las primeras dos del siglo XXI. Aborda las dinámicas del cambio del paradigma del desarrollo de los años ochenta como el marcador sincrónico que sitúa los primeros años del INAP en el contexto de la modernización del Estado de Guatemala. Este ensayo no busca responder críticamente las interrogantes que plantea; tampoco busca convertirse en un diagnóstico administrativo, político y estratégico del INAP; sin embargo, si busca encontrar aquellas razones capaces de construir los motivos para una Agenda Institucional futura apegada los marcos originales de su creación.

    The following notes review the institutional history of the public management policies in Guatemala from the last two decades of the 20th century and the first two decades of the 21st century. It addresses the dynamics of the development paradigm shift of the eighties as the synchronous marker that places the first years of INAP in the context of the modernization of the State of Guatemala. This essay does not seek to critically answer the questions it raises; nor does it seek to become an administrative, political, and strategic diagnosis of INAP; however, seek to find those reasons capable of constructing the reasons for a future Institutional Agenda attached to the original frameworks of its creation.
