Las estructuras administrativas a nivel latinoamericano han sufrido evolución. En el caso de Costa Rica, el poder ejecutivo goza de potestades para liderar una modernización a nivel de toda la administración pública, con el firme objetivo de lograr un mejor desempeño de ésta, bajo estándares de unidad, coherencia y sistematicidad, por lo tanto, conviene aclarar tales potestades bajo la rectoría del ministerio de planificación nacional y su correspondiente brazo técnico: Las unidades de planificación institucional.

Administrative structures in latin america have undergone evolution. In the case of Costa Rica, the executive branch has the power to lead a modernization of the entire public administration, with the firm objective of achieving a better performance under standards of unity, coherence and systematicity, therefore, it is convenient to clarify such powers under the leadership of the ministry of national planning and its corresponding technical arm: The institutional planning units.
