    Sustenta en el pilar fundamental de las políticas de gobierno lo constituyen el programa de modernización y descentralización del sector público. En este marco y referido al servicio civil, señala la nueva orientación de su quehacer con respecto a la delegación, descentralización de ciertas competencias a las instituciones bajo el régimen, así como el nuevo plan de clasificación de puestos y salarios y la nueva ley de servicio civil.

    In this context, and in reference to the civil service, it points out the new orientation of its work with respect to the delegation and decentralization of certain competencies to institutions under the regime, as well as the new classification plan for the classification of the civil service.
