    Resumen Este artículo pretende brindar un panorama general consolidado en la necesidad de comprender la relación directa existente entre los derechos humanos, las facultades institucionales de administración, gobernanza y ámbito legislativo, supremacía constitucional y la tecnología a partir de planteamientos constitucionales. En el supuesto de que los derechos son patrimonio jurídico de los seres humanos y las facultades, como fuente de división de poderes de las instituciones democráticas, se entrelazan a través de los avances tecnológicos desde que el hombre se encuentra organizado en sociedad para lograr el fin de la supremacía constitucional. Nunca el enlace de estos procesos se había dado de una manera tan específica, robusta y rápida a través de la tecnología como herramienta integradora de la sociedad.

    Abstract This article aims at providing a consolidated overview of the need to understand the existing direct relationship among the human rights, the institutional powers of administration, governance and legislative sphere, constitutional supremacy and the technology starting with constitutional statements. Supposing that the rights are the juridical patrimony of human beings, and the powers of authorities as a source of division of powers of democratic institutions, are interweaved through the technological advances since the human beings are organized as a society to achieve the consequence of the constitutional supremacy. The link of these processes had never taken place in such a specific, sound and fast way through technology and as an integrating tool of society.
