Public Libraries have had to re-conceptualize their mission and purpose and adapt to a changing socio-economic environment and new stakeholders and community expectations. Public libraries have the potentiality of being vital factors of a community’s social and economic infrastructure that support communities and fosters creativity and innovation. This paper explores the changing role of libraries in creating public value and social capital for individuals and communities, and the organizational capacities needed in adopting a strategy of value creation.
