Resumen de Centroamérica en código COVID 19: ¿Nuevas oportunidades para la cooperación y la integración regional?

La pandemia que surgió a inicios del año 2020 provocó incertidumbre en países, gobiernos, sociedades y organizaciones por igual, al colocarlos frente a escenarios desconocidos y complejos. Para la disciplina de las Relaciones Internacionales, estrechamente vinculada con las circunstancias políticas mundiales, es imperativo realizar análisis a partir de la identificación de los hechos más relevantes, del comportamiento de los actores y de sus vinculaciones, así como de los desafíos y amenazas que enfrentan Estados, regiones y sociedades, en el marco del Sistema Internacional conocido hasta ahora. Aun cuando no se han determinado de manera concluyente las consecuencias que las distintas crisis -políticas, sociales, económicas, migratorias, sanitarias - han provocado en la dinámica de las relaciones globales, ni tampoco los elementos que permitan determinar cambios o continuidades en el Sistema Internacional, este artículo pretende aportar algunos elementos preliminares para identificar algunas de las acciones con las que Centroamérica, a través del Sistema de la Integración (SICA), marco institucional de la integración regional y uno de los mecanismos de integración más antiguos en el mundo, enfrentó inicialmente la crisis sanitaria por COVID 19. Este organismo planteó distintos desafíos a los países miembros y al funcionamiento de la institucionalidad regional. En condiciones tan complejas como las actuales, es pertinente preguntarse si la integración y la cooperación resultan ser opciones viables para solucionar los problemas regionales. Las reflexiones que se comparten acá pretenden aportar al debate acerca de las oportunidades que brinda la integración regional centroamericana en contextos de pandemia.

The pandemic that emerged at the beginning of the year 2020 caused uncertainty in countries, governments, societies, and organizations, by placing themin front of unknown and complex scenarios. It is imperative for the discipline of International Relations, closely linked to global political circumstances, to develop analyzes based on the identification of the most relevant facts, the behavior of the actors and their links, as well as the challenges and threats faced by states, regions, and societies, within the International System. Even when the consequences that the different crises -political, social, economic, migratory, and health- may have caused in the dynamics of global relations have not been conclusively determined, as well as the elements that allow determining changes or continuities in the International System, this article aims to provide some preliminary elements to identify some of the actions in which Central America, through the Integration System (SICA), initially faced the health crisis due to COVID 19, which posed different challenges to the member countries and to the functioning of the regional institutions. In conditions as complex as the current ones, it is pertinent to ask whether integration and cooperation turn out to be viable options to solve regional problems. The reflections shared in this article aim to contribute to the debate regarding the opportunities that Central American regional integration offers in the context of pandemics.
