Metodología para diseñar una plataforma informática de control estratégico que integra la Agenda de los ODS 2030 con el Plan Municipal de Desarrollo 2018-2021, Zapopan, Jalisco, México

    En este artículo se presenta el proceso de diseño de un software para la gestión de los Objetivos del Desarrollo Sostenible (ODS) 2030, adaptado al contexto y realidad de los municipios y que sea útil para los alcaldes municipales de América Latina, quienes tienen la responsabilidad de ejecutar los 17 objetivos con sus 169 metas y 232 indicadores sugeridos por la ONU, para focalizar los recursos hacia un mundo mejor en el 2030. El estudio se realizó con el esfuerzo en la Presidencia Municipal de Zapopan, Jalisco, México, cuyos funcionarios participaron de manera activa en nueve sesiones de grupo con ciudadanos y autoridades para definir los requerimientos funcionales y sugerencias de la forma como debería ser el sistema para su comprensión y fácil ejecución. Después de dos años de investigación cualitativa, consulta de fuentes secundarias de información, ingeniería de software y en el marco de referencia de la metodología Hoshin Kanri, se desarrolló el software OpenSource con el nombre de odssystem (http://odssystem.org/) para contribuir en la ejecución del Plan Estratégico de Desarrollo Municipal 2018-2021.

    The objective of this publication is to design a software for the management of the SDG 2030 adapted to the context and reality of the Municipalities and that is useful for the Presidents or Municipal Mayors of Latin America, who have the responsibility of executing the 17 Goals with its 169 goals and 232 indicators suggested by the UN, to focus resources towards a better world by 2030. For this, the effort was focused on the Municipal Presidency of Zapopan, Jalisco, Mexico, who participated very actively with 9 sessions of group with citizens and municipal authorities of the Municipality, to define the functional requirements and suggestions of how the system should be for its understanding and ease of execution with Municipality personnel. As a final result after two years of qualitative research, consultation of secondary information sources, software engineering and under the framework of the Hoshin Kanri methodology, the OpenSource software was developed under the name of odssystem (http: // odssystem. org /), to contribute to the execution of the Strategic Plan for Municipal Development 2018-2021
