    No pretendo mediante este breve comentario añadir más argumentos sobre la necesidad de atender, desde el Derecho, este imparable fenómeno que ya se ha instalado, cómodamente, en nuestra sociedad. No es necesario, pienso. De sobra son conocidos los beneficios de toda índole y los potenciales perjuicios. Toca ahora, estimo, analizar cómo los poderes públicos, desde sus distintas competencias y posibilidades, se enfrentan a esta tecnología ya no tan nueva. Como la fomentan o limitan, en función del interés general que deben servir como misión constitucional que tienen encomendada.

    It is not my intention in this brief commentary to add further arguments on the need to address, through the law, this unstoppable phenomenon that has already become comfortably established in our society. It is not necessary, I think. The benefits of all kinds and the potential harm are well known. It is now time, I believe, to analyse how the public authorities, from their different competences and possibilities, deal with this no longer so new technology. How they promote or limit it, according to the general interest that they must serve as a constitutional mission entrusted to them.
