¿Terrorismo o insurgencia en el Sahel?

    Desde la intervención militar francesa en Mali hace diez años la situación de seguridad en el Sahel no ha hecho más que empeorar. La expansión de los grupos armados vinculados a Al Qaeda y al Estado Islámico está suponiendo una seria amenaza para la estabilidad de una región que se sitúa a las puertas de Europa. Las políticas que la Unión Europea y los países del Sahel han adoptado contra esas amenazas parecen haberse reducido a la lucha contraterrorista, sin demasiado éxito por lo visto. Pero ¿estamos tratando con grupos terroristas? ¿No podrían definirse mejor como elementos insurgentes?, de ser así se podría afirmar que las iniciativas europeas han derivado de una desenfocada interpretación de la realidad, lo que provocaría necesariamente el fracaso en la consecución de sus objetivos. Este artículo analizará esas políticas, la realidad de esos grupos armados y señalará las diferencias entre la lucha contrainsurgente y contraterrorista, tratando de ayudar al lector a comprender el porqué de la situación actual.

    Since the French military intervention in Mali ten years ago, the security situation in Sahel has only worsened. The expansion of armed groups linked to Al-Qaeda and the Islamic State is posing a serious threat to the stability of a region on Europe's doorstep. The policies that the European Union and Sahel countries have adopted against these threats seem to have been reduced to counter-terrorism, without much success by all accounts. But are we dealing with terrorist groups, or might they not be better defined as insurgent elements? If so, it could be argued that the European initiatives have stemmed from an unfocused interpretation of reality, which would necessarily result in a failure in the achievement of their objectives. This article will analyze these policies, the reality of these armed groups, and point out the differences between counterinsurgency and counterterrorism, trying to help the reader understand the reasons for the current situation.
