    El artículo presenta un diagnóstico del asesoramiento jurídico al Estado y al Gobierno que desarrolla el Ministerio de Justicia (MINJUS), como una de sus funciones específicas, con la finalidad de demostrar la necesidad de diseñar una metodología que tribute al perfeccionamiento estructural, composicional y de funcionamiento de esta actividad, con estándares de calidad superiores a los que hoy existen y que se constituya en la base para el diseño del Sistema de Gestión de la Calidad del Ministerio de Justicia. El artículo se estructura en tres partes. Primero, se hace referencia al asesoramiento jurídico en Cuba, sus distintas etapas y retos, para más adelante, ofrecer una panorámica general del cumplimiento por el MINJUS de la función específica de asesoramiento jurídico al Estado y al Gobierno, sus potencialidades, limitaciones y retos. Se establecen un sistema de indicadores para medir el cumplimiento de esta importante función.

    The article presents a diagnosis of the legal advice to the State and the Government that develops the Ministry of Justice (MINJUS), as one of its specific functions, in order to demonstrate the need to design a methodology that contributes to the structural, compositional and structural improvement. operation of this activity, with quality standards higher than those that exist today and that constitute the basis for the design of the Quality Management System of the Ministry of Justice. The article is structured in three parts. First, reference is made to legal advice in Cuba, its different stages and challenges, for later, to offer a general overview of the fulfillment by MINJUS of the specific function of legal advice to the State and the Government, its potentialities, limitations and challenges. A system of indicators is established to measure the fulfillment of this important function.
