    From his experience within the state apparatus, the author draws three lessons about the evolution of the regime of the Fifth Republic and of the balance of power between the President and the Prime Minister. First, the conception and practice of the institutions are quite different according to the political leaning of the rulers: more parliamentarian for those on the left, more presidential for those on the right. Then, despite the constant expansion of the role of the President, the bulk of the state apparatus remains under the control of the Prime Minister. Finally, certain initiatives leading to the functional and organisational centralisation of the presidency deserve to be analysed and clarified.

    À partir de son expérience au sein de l’État, l’auteur tire trois leçons sur l’évolution du régime de la Ve République et l’équilibre des pouvoirs entre le président de la République et le Premier ministre. D’abord, la conception et la pratique des institutions sont sensiblement différentes selon l’orientation politique des gouvernants, plus parlementaires pour la gauche, plus présidentielles pour la droite. Ensuite, et malgré l’accroissement continu du rôle du président, l’essentiel de l’appareil d’État demeure entre les mains du Premier ministre. Enfin, certaines initiatives favorisant la centralisation fonctionnelle et organisationnelle de la présidence de la République mériteraient d’être analysées et clarifiées.
