    Has the semi-presidential regime, chosen by the Taiwanese elite because of its elasticity, really permitted a shift from autocracy to democracy? It has undoubtedly opened a new era in Taiwan, but by neutralising the effect of constitutional safeguards the election of the head of state by popular vote has led to the emergence of an almost indomitable monarch.

    Le régime semi-présidentiel, choisi pour sa plasticité par l’élite taïwanaise, a-t-il réellement permis de passer de l’autocratie à la démocratie ? Il a sans nul doute ouvert une nouvelle ère à Taïwan, mais l’élection populaire du chef de l’État, en neutralisant l’effet des garde-fous constitutionnels, a fait surgir un monarque quasi indomptable.
