La calidad educativa impulsa el desarrollo de destrezas y potencialidades creativas de los jóvenes y mejora la calidad de vida de la población. La valorización del capital humano está vinculada al incremento educativo. Las nuevas generaciones necesitan un sistema de adquisición de aprendizajes acorde al mundo actual cambiante, el mercado o el Estado ya no son los únicos factores que determinan la oferta educativa. La educación no formal, en gran medida gratuita, adquirida a través de las TIC es abundante, se adapta fácilmente y con relativa rapidez a los cambios del mundo laboral. El Estado puede lograr un gran avance en los logros de sus objetivos educacionales, tanto en cobertura como en calidad aprovechando la multitud de cursos, adiestramientos y tutoriales existentes en la red. Para el efecto, la prioridad debería ser la facilitación del acceso universal a Internet, una guía confiable para los interesados y un sistema de validación y certificación de los conocimientos adquiridos.

Educational quality promotes the development of skills and creative potential of young people and improves the quality of life of the population. The valorization of human capital is linked to the increase in education. The new generations need a learning acquisition system according to the current changing world, the market or the State are no longer the only factors that determine the educational offer. Non-formal, largely free, ICT-enabled education is plentiful, adapts easily and relatively quickly to changes in the world of work. The State can make great strides in achieving its educational goals, both in terms of coverage and quality, by taking advantage of the multitude of courses, trainings, and tutorials available on the Internet. For this purpose, the priority should be the facilitation of universal access to the Internet, a reliable guide for those interested, and a validation and certification system for the knowledge acquired.
