  • THE FREENCH PROPOSAL ON VETO: A CONTRIBUTION TO THE REFORM OF THE SECURITY COUNCIL? The article deals with the proposal for reform of the voting procedure in UN Security Council recently presented by France. The French submission is aimed at the conclusion of a “statement of principles” by which the permanent members of the Security Council would voluntarily and collectively undertake not to use the veto power in cases of mass atrocity.

    The analysis will be focused on the advantages and limitations of this proposal, still at the embryonic stage, and will show how the French idea marks a significant step towards the full awareness of the international community about its collective responsibility for dealing with massive and systematic human rights violations.
