Elites, acção pública e infra-estruturas: A construção da moderna rede de águas e esgotos em Évora (1890-1933)

    At the beginning of the 20th century, Évora city councils decided that the installation of a water supply and sewage disposal system using state-of-the-art sanitary engineering would resolve the city's sanitation problems and bolster Évora's as one of the Portuguese leading cities. Despite the advantages of such a system, only twenty-five years later was construction work concluded. This was started during the Monarchy, proceeded throughout the 1st Republic and was inaugurated at the beginning of the Estado Novo dictatorship. It is within this context of political and institutional change that we based our study of the performance of municipal elites in the creation of modern infrastructures. We identified the main protagonists at work, solutions put forward and difficulties encountered, as well as clarifying the relationship that mayor may not have existed between the public and the private interests. The aim was also to assess the Évora experience by reference to the debate on modalities for intervention by the local authority in the organisation of the city in the period under study.

    Au début du xx siêcle, la Municipalité d'Évora arrivait à la conclusion que la construction d'un réseau d'eau courante et d'égouts, basée sur les concepts de Génie les plus récents, apporterait les solutions aux problérnes d 'assainissement urbain et placerait Évora parmi les principales villes du pays. Malgré ces avantages, il fallut plus de vingt cinq ans pour conclure les travaux. Le projet commença sous la Monarchie, traversa la Premiere République et fut inauguré au début de l'Etat Nouveau.

    A partir de ce contexte de changement politico-institutionnel, on a procédé à l'étude du rôle des élites municipales dans la promotion des infrastructures modernes. On identifie les protagonistes du processus, les délibérations respectives et les difficultés qui se profilent, ainsi que les relations entre les intérêts publiques et privés. On a aussi eu le dessein d'évaluer l'expérience eborense en ayant comme référenee le débat sur les modalités d'intervention des pouvoirs publics dans l'organisation des villes, à l'époque contemporaine.

    No início do século XX, as vereações eborenses concluíam que a construção de uma de rede de águas e esgotos, baseada nos mais recentes preceitos da engenharia, solucionava os problemas do saneamento urbano e posicionava Évora entre as principais cidades do país. Apesar destas vantagens, passaram mais de vinte e cinco anos até à conclusão dos trabalhos. O projecto arrancou ainda durante a Monarquia, atravessou a I República e foi inaugurado no início do Estado Novo.

    A partir deste contexto de mudança político-institucional, a autora procede ao estudo do desempenho das elites municipais na promoção das modernas infraestruturas. Identificamse os protagonistas do processo, as respectivas deliberações e as dificuldades que se perfilaram, bem como as relações entre os interesses públicos e os privados. Houve também o propósito de avaliar a experiência eborense tendo como referência o debate sobre as modalidades de intervenção dos poderes públicos na organização das cidades, no período contemporâneo.
