    Con la entrada de las tropas sublevadas en San Sebastián el 13 de septiembre de 1936, la seguridad de la ciudad quedará en manos de la autoridad militar, que tendrá que enfrentarse a la problemática de mantener el orden con un reducido número de agentes del Cuerpo de Seguridad y Asalto, Carabineros, Guardia civil y Guardia Municipal, apoyados por milicias políticas. Al conjunto habrá que sumar la llamada Guardia Cívica Nacional de San Sebastián, cuerpo creado a instancias del Gobierno de Burgos, al igual que en otras capitales de la España sublevada.

    Following the invasion of the rebel troops into San Sebastián on 13 September 1936, the security of the city fell into the hands of the military authority, which would have to face the problem of maintaining order with a reduced number of agents from the Municipal Guard, Civil Guard, Police, Assault and Security Corps supported by political militias. This included the so-called National Civic Guard of San Sebastián, a body created at the request of the Government of Burgos, as in other capitals of rebel Spain.

    1936ko irailaren 13an matxinatutako tropak Donostian sartu zirenean, hiriaren segurtasuna agintaritza militarraren esku geratuko zen, eta horrek ordena mantentzeko arazoari aurre egin beharko zion, milizia politikoek lagundutako Segurtasun eta Eraso Kidegoko, Karabineroetako, Guardia Zibileko eta Udaltzaingoko agente gutxi batzuekin. Horri Donostiako Guardia Zibiko Nazionala deritzona gehitu beharko zaio, Burgosko Gobernuak eskatuta sortua, matxinatutako Espainiako beste hiriburu batzuetan bezala.
