  La investigación tiene el objetivo de analizar los instrumentos jurídicos y económicos institucionales del régimen constitucional de 1979 como principal causa de la gran depresión económica peruana. La técnica de indagación es bibliográfica de carácter diacrónico desde la orientación retrospectiva y transversal. A su vez, se emplea el enfoque retrodictivo para interpretar las causas de la recesión financiera a finales de la década de los ochenta del siglo pasado. Si bien destaca la corrupción, la estructura de gobierno estatista e intervencionista es el fundamento de los dislates administrativos. La capacidad de influir sobre las dinámicas del mercado por parte de los gobiernos permitidas por la Constitución de 1979 restringe las libertades económicas, originando las crisis socioculturales que aún afecta a la sociedad

  The research has the objective of analyzing the institutional legal and economic instruments of the constitutional regime of 1979 as the main cause of the great Peruvian economic depression. The research technique is bibliographical of a diachronic nature from the retrospective and transversal orientation.

  In turn, the retrodictive approach is used to interpret the causes of the financial recession at the end of the eighties of the last century.

  Although corruption stands out, the statist and interventionist government structure is the foundation of administrative nonsense. The ability of governments to influence market dynamics allowed by the 1979 Constitution restricts economic freedoms, causing sociocultural crises that still affect society.
