Costos de la interrupción voluntaria del embarazo en Argentina en 2020

      A raíz del fuerte debate social sobre la legalidad de la interrupción voluntaria del embarazo, en este trabajo se estimaron los costos económicos para el estado bajo dos situaciones: una en la que la práctica es legal realizada por el estado y por privados y, otra, hace referencia a la situación en la que la práctica es ilegal, pero el estado luego cubre los gastos de complicaciones, como lo fue hasta diciembre de 2020. La mayor complicación resultó en estimar la cantidad de abortos realizada en el año 2020 en Argentina, ya que debido a la ilegalidad no se cuenta con datos certeros. Lo que llamó la atención es como a través del método residual de Johnson y Hill encontramos que la cantidad de prácticas realizadas puede disminuir considerablemente si se refuerza en el buen uso de anticonceptivos. Los costos de practicarse un aborto de forma segura, en un hospital, son mucho menores que si se realizan de forma insegura. Se plantearon tres escenarios y dos practicas seguras, lo que nos llevó a observar una disminución de costos para el estado que va de 19 % a 79 % al pasar de atender consecuencias por abortos inseguros a realizar la práctica segura y de forma legal brindando la información y atención necesaria.

      As a result of the heated social debate on the legality of the voluntary interruption of pregnancy, the costs for the state in two possible situations were estimated in this work. On the one hand, a situation in which the VIP is legal and carried out by both the state and private companies; on the other, a situation in which VIP is illegal and the state covers for the costs of its complications (as it happened until December 2020). The biggest challenge was the estimation of the number of abortions performed in 2020 in Argentina, since there is no accurate data due to its illegality.

      The most shocking finding -made through Johnson and Hill’s residual method- has been that the number of VIPs carried out can be considerably reduced if the correct use of contraceptives is reinforced. The costs of performing an abortion safely, at a hospital, are much less than if it is done unsafely. Three scenarios and two safe practices were proposed, which led us to observe a decrease in costs for the state of 19% to 79% when comparing the costs of attending to the consequences of unsafe abortions and the costs of carrying out VIP safely and legally, with the necessary information and care.
