No es un atrevimiento, ni una novedad, afirmar que cada vez el mundo está más cerca de sumirse en un absoluto dominio de lo tecnológico. Numerosos son los campos donde esta representación del avance de la humanidad, aunque discutida por muchos, está presente en las diferentes capas de la sociedad internacional y, sin duda alguna, en las agendas de los protagonistas de la gran pugna actual, Estados Unidos y China. Cada vez es más frecuente que el dominio de la tecnología se asocie con poder, situación a la que se está atendiendo en el tablero geopolítico global. En este sentido, la tecnología, con especial mención a la inteligencia artificial, están marcando las necesidades que darán lugar a la hegemonía por el poder en la escena internacional. Esto supone un verdadero cambio en el tejido de las relaciones interestatales, las estrategias de las potencias están cada vez más al dominio de lo tecnológico, por lo que el control de la tecnología y sus diferentes usos (incluido el militar) está remodelando las relaciones de estas dos grandes potencias y añadiendo inestabilidad e incertidumbre al carácter de los enfrentamientos actuales.

It is neither daring nor a novelty to say that the world is getting closer and closer to absolute technological domination. There are numerous fields in which this representation of the advancement of humanity, although disputed by many, is present in the different layers of international society and, without a doubt, in the agendas of the protagonists of the current great struggle, the United States and China. The dominance of technology is increasingly associated with power, a situation that is being addressed on the global geopolitical chessboard. In this sense, technology, with special mention to Artificial Intelligence, is marking the needs that will lead to hegemony for power on the international scene. This means a real change in the fabric of interstate relations; the strategies of the powers are increasingly in the domain of technology. The control of technology and its different uses (including military) is reshaping the relations between these two great powers and adding instability and uncertainty to the nature of the current confrontations.
