Resumen de A formação de novas ações coletivas no campo secretarial: o caso do Comitê de Secretariado Executivo do Distrito Federal e as possíveis contribuições para a área : the case of the Comitê de Secretariado Executivo do Distrito Federal and possible contributions for the state of Amapá

    This article seeks to understand the process of formation and maintenance of a professional committee, based on the case of the Comitê de Secretariado Executivo do Distrito Federal (COMSECDF), and to reflect on possible contributions of a committee for the Secretariat of the State of Amapá. Regarding the theoretical assumptions of the work, authors such as Olson (1999), Austin (2001), Nassar (2001), Nery Junior (2002), Wennignkamp et al. (2017) and Garré Filho (2018) are cited. About the methodological aspects, it is a case study, of qualitative nature, since the COMSECDF was studied. As main results, it was possible to understand that the process of forming a committee is bureaucratic and that the challenges of its creation come up against the necessary readings on the subject, the search for people interested and engaged in being part of it, just as the amount of people needed for its formation and maintenance, for example. However, that the contributions for the professionals involved, as well as for the secretarial profession, are many, such as support in career management, in professional development, in the publication of texts, and in scientific writing. Finally, in view of the benefits and incentives in the case of COMSECDF, as well as the current reality of the profession in Amapá, it is considered that an Administration Committee can be a favorable and important contribution to the development of the profession in the State of Amapá.

    Este artigo busca narrar o processo de formação de um Comitê na área de Secretariado no Distrito Federal e refletir sobre as contribuições desse tipo de formação coletiva em contexto de enfraquecimento sindical em geral. No que diz respeito ao pressuposto teórico central do trabalho, a formação das ações coletivas, citam-se autores como Olson (1999), Austin (2001), Nassar (2001), Nery Junior (2002), Wennignkamp et al. (2015) e Garré Filho (2018). Sobre os aspectos metodológicos, é um estudo de caso, de natureza qualitativa, pois se estudou o COMSECDF. Como principais resultados, foi possível entender que o processo de formação de um comitê é burocrático e que os desafios de sua criação esbarram na compreensão jurídica dessa natureza organizacional, na busca por pessoas interessadas e engajadas em fazer parte dele, do mesmo modo que a quantidade de pessoas necessárias para a sua formação e manutenção, por exemplo. No entanto, que as contribuições para os profissionais envolvidos, bem como para a profissão de Secretariado são muitas, a exemplo de apoio na gestão de carreira, no desenvolvimento profissional, na publicação de textos e na escrita científica. Por fim, tendo em vista os benefícios e incentivos no caso do COMSECDF, bem como a atual realidade do enfraquecimento sindical no Brasil, considera-se que um Comitê de Secretariado pode representar um importante movimento de reorganização da categoria no país.

      ABSTRACT This article seeks to narrate the process of formation of a Committee in the Secretarial area in the Federal District and reflect on the contributions of this type of collective formation in a context of union weakening in general. With regard to the central theoretical assumption of the paper, the formation of collective actions, authors such as Olson (1999), Austin (2001), Nassar (2001), Nery Junior (2002), Wennignkamp et al. (2015), and Garré Filho (2018) are cited. About the methodological aspects, it is a case study, of qualitative nature, since the COMSECDF was studied. As the main results, it was possible to understand that the process of setting up a committee is bureaucratic and that the challenges of its creation come up against the legal understanding of this organizational nature, the search for people interested and engaged in being part of it, just as the number of people needed for its formation and maintenance, for example. However, the contributions of the professionals involved, as well as for the secretarial profession, are many, such as support in career management, professional development, the publication of texts, and scientific writing. Finally, in view of the benefits and incentives in the case of the COMSECDF, as well as the current reality of union weakening in Brazil, it is considered that a Secretariat Committee may represent an important movement for the reorganization of the category in the country.
