    The present study is based on the action of the various administrative commissions of the Municipality of Funchal during the Military Dictatorship and the Estado Novo, between the military coup of May 28th, 1926, and the revolution of April 25th, 1974.During the first period, the Funchal City Council lived in an unstable situation, at an economic and political level, still remnants of republican politics, in which factions constantly clashed, causing serious damage to the autarchy. The controversies maintained during the terms of the last two presidents of the administrative commissions, Gastão de Deus Figueira and Luís da Rocha Machado, hampered the development of the city.Fernão de Ornelas, who replaced the latter, transformed an almost rural village, with medieval characteristics, into a modern city. Even with the setbacks of the time, in a period of great economic recession (consequences of the Wall Street Crash, in 1929, and consequent bank failures), of serious political disturbances (Spanish Civil War and World War II), he managed to build a new city, without distorting the old one, giving shape to the old aspirations of the people of Funchal, in a work that still lingers in the city’s imaginary and which deserves to be highlighted as an indelible mark of its action.His successors, Óscar Gonçalves, who solved the problem of electricity supply to the city, proceeding to the municipalization of this service, João Valente, António Sardinha, responsible for the balance of the City Council finances, and Fernando Couto, to whom belongs the credit for completing the 1st Master Plan for the city of Funchal, followed the ideas of Fernão de Ornelas Gonçalves. António de Agrela Loja was president of the City Council for a very short time, due to the military coup of April 25th, 1974.

    O presente estudo tem por base a acção das várias comissões administrativas da Câmara Municipal do Funchal durante a Ditadura Militar e o Estado Novo, entre o golpe militar de 28 de Maio de 1926 e a revolução de 25 de Abril de 1974.Durante o primeiro período, a Câmara Municipal do Funchal vivia numa situação instável, a nível económico e político, resquícios ainda da política republicana, em que as facções se digladiavam constantemente, causando prejuízos graves à autarquia. As polémicas mantidas durante os mandatos dos últimos dois presidentes das comissões administrativas, Gastão de Deus Figueira e Luís da Rocha Machado, fizeram emperrar o desenvolvimento da cidade. Fernão de Ornelas, que substituiu este último, fez de um burgo quase rural, com características medievais, uma cidade moderna. Mesmo com os contratempos da época, já que se vivia num período de grande recessão económica (reflexos da queda da Bolsa de Nova Iorque, de 1929, e consequentes falências bancárias), de graves perturbações políticas (Guerra Civil de Espanha e Segunda Guerra Mundial), conseguiu erguer uma cidade nova, sem descaracterizar a antiga, dando forma a velhas aspirações dos funchalenses, numa obra que ainda hoje perdura no imaginário da cidade e que merece ser relevada como uma marca indelével da sua acção. Os seus sucessores, Óscar Gonçalves, a quem se ficou a dever a resolução do problema do fornecimento da luz eléctrica à cidade, procedendo à municipalização deste serviço, João Valente, António Sardinha, a quem se deveu o equilíbrio das contas da Câmara, e Fernando Couto, a quem se deveu o mérito de concretizar o 1.º Plano Director para a cidade do Funchal, seguiram as ideias de Fernão de Ornelas Gonçalves. António de Agrela Loja esteve na presidência da Câmara por muito pouco tempo, devido ao golpe militar de 25 de Abril de 1974.
