Elementos de gobierno y su enfrentamiento contra el individualismo

    En este pequeño trabajo, se planteará de manera concreta lo que gobierno significa y se explicará de manera puntual tres de los elementos que le constituyen: la autoridad, la potestad y el ejercicio de la decisión. Si bien no se pretende presentar el tema y sus reflexiones como verdades irrefutables, sí se busca que el lector pueda encontrar cierta objetividad en los argumentos que se utilizan. Se analizará y segmentará lo característico de la función de gobierno y se presentarán diferentes ideas que buscan la reflexión sobre su importancia y necesidad en todo grupo de personas. En este artículo se pretende enfocar el tema de gobierno de modo general, sin entrar o especificar en un ámbito concreto; ni en la sociedad civil o en la familia ni en ningún otro grupo o institución social. Sólo reflexionar y profundizar en el término “gobierno” y sobre los elementos que le constituyen.

    Así mismo, se plantea la cultura del individualismo como una realidad patente en nuestros días que amenaza y dificulta la acción de gobierno. Las personas intentan cada día con más frecuencia tomar decisiones sin la necesidad de consultar una autoridad competente, incluso en temas sociales o de comunidad. El individuo del siglo XXI busca tener la potestad de sus circunstancias y quiere decidir sin ceder su libre albedrío o siquiera consultar para encontrar otro punto de vista. El hombre moderno (si está en sus manos), tiende cada día más a hacer lo que le place sin medir consecuencias que superen su individualidad o circunstancias personales, el tiempo presente o los apetitos concupiscentes. La cultura individualizada con la que se vive hoy en día choca de manera frontal con la cultura de planeación y con el reconocimiento de la seria necesidad de gobierno.

    In this brief document, the meaning of government will be posed in a concrete manner, and three of the elements that constitute it will be explained, point by point: authority, power and exercise of decision.  Although it is not intended to present the subject and reflections thereof as irrefutable truths, it is sought that the reader can find a certain objectivity in the arguments that are used. The government function will be analyzed and segmented, and different ideas seeking for reflection about its importance and need within every group of individuals will be presented. This article focuses on the issue of government in a general manner, without entering into, or specifying on, a certain scope; or on civil society, or on family, or on any other type of group or social institution. It intends to reflect upon, and to deepen the term “government” and the elements comprised therein.

    Likewise, the culture of individualism is posed as a clear reality today, which threatens governmental action and makes it difficult. Individuals, constantly and more often, intend to make decisions without the need to consult with a relevant authority, even in what regards social or community issues. Twentieth Century individuals seek to have authority towards their circumstances and intend to decide without giving up their free will or without even being advised in order to find another point of view. Modern individuals (if it is in their hands), tend –more and more- to do as they please, without measuring consequences that may go beyond their individuality or personal circumstances, present time or concupiscent appetites. Individualized culture, as experienced nowadays, clashes frontally with a culture of planning and with the recognition of a serious need for government.
