Este artículo se propone un análisis de la conflictividad obrera en el Paraguay entre 1931 y 1947, período de mayor influencia del comunismo en el movimiento obrero paraguayo. Se trata además de un período especialmente conflictivo, con una mayor intervención estatal en los conflictos laborales y donde comenzaron a desarrollarse los primeros ensayos de legislación laboral en el país. En el marco de una economía de enclaves en crisis, las empresas se resistieron fuertemente a aplicar las nuevas leyes, desatando importantes ciclos huelguísticos. Ante el aumento de la conflictividad obrera y sindical, los gobiernos nacionalistas, con el objetivo de instaurar la paz social, intentaron asumir el control de los conflictos y disciplinar al movimiento obrero bajo tutela estatal.
This article proposes an analysis of the labor conflict in Paraguay between 1931 and 1947, the period of greatest influence of communism in the Paraguayan labor movement. It is also a particularly conflictive period, with the beginning of state intervention in labor conflicts and the development of the first labor legislations. In the stage of an economy of enclaves in crisis, the major companies strongly resisted the application of the new laws, unleashing important cycles of strikes. Given the increase in labor conflicts, the nationalist governments tried to take control of the conflicts and discipline the labor movement under their tutelage, with the aim of establishing social peace.
