De acuerdo a la importancia que tiene la temática presentada, referente a las VIOLACIONES A LOS DERECHOS HUMANOS EN EL CENTRO DE REHABILITACIÓN SOCIAL DE PERSONAS PRIVADAS DE LIBERTAD (PPL) EN GUAYAQUIL, se ha desarrollado un estudio desde la perspectiva jurídica y dogmática cuyo objetivo principal fue realizar un análisis retrospectivo de la crisis carcelaria, para lo cual se examina la normativa internacional y nacional respecto a la protección de los derechos de las personas privadas de su libertad; la crisis penitenciaria sea desarrollado principalmente la falta de acción por parte del Estado ecuatoriano y las instituciones gubernamentales para suprimir muchas de las causas por las que se ha desarrollado dicha crisis, entre las cuales se encuentra el hacinamiento carcelario generado por el abuso de la prisión preventiva y la corrupción de las autoridades administrativas al interior de las cárceles. La investigación se desarrolla bajo un enfoque cualitativo donde se emplea la técnica del análisis documental a fin de recabar datos constantes en diversos archivos sobre el tema analizado, como resultado del análisis efectuado se establece que no se aplican en su totalidad las medidas mínimas de seguridad y prevención para salvaguardar la integridad física, sexual y psicológica de la población reclusa, conforme lo establecido la Constitución y demás tratados internacionales a favor de los derechos humanos.

According to the importance of the theme presented regarding the VIOLATIONS OF HUMAN RIGHTS IN THE SOCIAL REHABILITATION CENTER OF PERSONS PRIVATE OF LIBERTY (PPL) IN GUAYAQUIL, a study has been developed from the legal and dogmatic perspective whose main objective was to carry out a retrospective analysis of the prison crisis, for which international and national regulations regarding the protection of the rights of persons deprived of liberty are examined; The prison crisis is mainly developed by the lack of action on the part of the Ecuadorian State and government institutions to suppress many of the causes for which this crisis has developed, among which is the prison overcrowding generated by the abuse of preventive detention and the corruption of the administrative authorities within the prisons. The investigation is carried out under a qualitative approach where the technique of documentary analysis is used in order to collect constant data in various files on the subject analyzed, as a result of the analysis carried out, it is established that the minimum security measures are not applied in their entirety and prevention to safeguard the physical, sexual and psychological integrity of inmates, in accordance with the provisions of the Constitution and other international treaties in favor of human rights.
