  • During the 1960s, southerners were influenced not to regard civil rights as the single overriding issue in national politics. A campaign speech delivered by President Lyndon B. Johnson in New Orleans in October 1964 illustrates the appeals by which civil rights was subordinated to the need for sectional and national unity and the desire for southern economic development. The New Orleans speech is set in the context of the 1964 campaign and each of Johnson's key rhetorical choices is examined.
