En México el plebiscito en las urnas, como sufragio efectivo, se ha realizado triunfalmente en contadas ocasiones, puesto que no toda votación es un plebiscito, y éste último, entra en acción sólo cuando se presenta una necesidad de transformación estructural en la sociedad y la mayoría abrumadora de la población civil lo refrenda con su voto. Esta transformación es llevada a cabo por el nuevo liderazgo político que toma el poder, a impulso del movimiento social que lo origina y lo sostiene.
In Mexico, the plebiscite at the ballot box, as an effective suffrage, has been carried out triumphantly on very few occasions, since not every vote is a plebiscite, and the latter comes into action only when there is a need for structural transformation in society and the overwhelming majority of the civilian population endorses it with their vote. This transformation is carried out by the new political leadership that takes power, at the impulse of the social movement that originates and sustains it.
