Las ciencias políticas aportes para una gestión transparente

    El objetivo de este artículo fue analizar las ciencias políticas y la gestión transparente a través de la revisión y reflexión de fuentes documentales que permitan propiciar conclusiones sobre este tema. Se ha encontrado que La reflexión sobre la política es un fenómeno de difícil descripción. Quizás, lo anterior, se deba a la ambigüedad del mismo objeto de estudio o al carácter multívoco, polisémico y variable de un concepto que se ha tratado desde disciplinas distintas y desde antes de que se hablara de ciencia política. La ciencia de la política ha compartido objeto de estudio con la filosofía, la historia de las ideas, la sociología o el derecho. Hablar de ciencia política refiere entonces a hablar de política. Política entendida como relación de poder o autoridad localizada al interior del sistema político y, por lo tanto, vinculada al proceso o procesos políticos que permiten comprender el funcionamiento del sistema político en su conjunto y la relación de éste con otros sistemas políticos. Se concluye que la transparencia no solo se suscribe a las administraciones públicas con gestión y financiación proveniente íntegramente del Estado, sino que aquellos entes privados que gestionen bienes públicos o que reciban financiación o subvenciones por parte de las instituciones también deben ser transparentes por lo menos en aquella actividad sufragada. Incluso los partidos políticos y los sindicatos deben publicar sus gastos y una explicación sobre estos, además de sus postulados, al estar íntimamente relacionados con el poder. El control debe ser tanto vertical como horizontal también en la fiscalización misma de la Transparencia, ya que existen muchas formas de eludirla, tanto directa como indirectamente.

    The objective of this article was to analyze political science and transparent management through the review and reflection of documentary sources that allow for conclusions on this topic. It has been found that reflection on politics is a phenomenon that is difficult to describe. Perhaps this is due to the ambiguity of the object of study itself or the multivocal, polysemic and variable nature of a concept that has been treated from different disciplines and since before political science was discussed. The science of politics has shared the object of study with philosophy, the history of ideas, sociology or law. Talking about political science then refers to talking about politics. Politics understood as a relationship of power or authority located within the political system and, therefore, linked to the political process or processes that allow us to understand the functioning of the political system as a whole and its relationship with other political systems. It is concluded that transparency is not only subscribed to public administrations with management and financing coming entirely from the State, but also those private entities that manage public goods or that receive financing or subsidies from the institutions must also be transparent, at least in that paid activity. Even political parties and unions must publish their expenses and an explanation about them, in addition to their postulates, as they are closely related to power. The control must be both vertical and horizontal, also in the control of Transparency itself, since there are many ways to avoid it, both directly and indirectly.
