    En el presente trabajo de investigación se propone un procedimiento de habilitación dirigido a los jueces del Tribunal Provincial Popular (TPP) que conocen y resuelven litigios agrarios, además de evaluar que incidencia tiene en las funciones del órgano jurisdiccional la inexistencia de un procedimiento de habilitación jurídica en materia agraria dirigida a los Jueces de la institución anteriormente mencionada fundamentalmente a los de la Sala de lo Económico en Cuba. Esta investigación servirá como base para la propuesta de los temas que debe abarcar este procedimiento de habilitación, habiéndose utilizado como guía el existente para los Tribunales, perteneciente al Ministerio de Justicia. El procedimiento de habilitación estará dirigido a crear las herramientas jurídicas de trabajo, para que los jueces ejecuten sus funciones de impartir justicia ajustado a un mejor derecho, reflejando preparación, organización y profesionalidad en la calificación de los asuntos que se deben ventilar, en las fases de un proceso judicial en materia agraria, así como documentos que se deben revisar, partes que se deben escuchar e instituciones que se deben implicar para el completamiento de los expedientes.

    In the present research work is proposed a procedure for empowerment to the judges of the People's Provincial Court (TPP) who know and resolve land disputes, in addition to assessing the impact on the functions of the court the absence of a procedure of legal entitlement in agrarian matters addressed to the Judges of the aforementioned institution, fundamentally those of the Economic Chamber in Cuba. This investigation will serve as a basis for the proposal of the subjects that this authorization procedure must cover, having been used as a guide the existing one for the Courts, belonging to the Ministry of Justice. The authorization procedure will be aimed at creating legal working tools, so that judges execute their functions of imparting justice adjusted to a better right, reflecting preparation, organization and professionalism in the qualification of the matters to be discussed, in the phases of a judicial process in agrarian matters, as well as documents that must be reviewed, parts that should be heard and institutions that should be involved in the completion of the files.
