    Este trabajo analiza críticamente el dictamen 12.120-2019 de la Contraloría General de la República, a través del cual ésta cambió su jurisprudencia histórica en cuanto a la incompatibilidad y prohibición de los funcionarios públicos-abogados para ejercer acciones civiles en contra de la Administración. Plantea que este dictamen es en parte ilegal e inconstitucional.

    This paper critically analyzes the opinion 12.120-2019 of the Office of the Comp-troller General of the Republic, through which it changed its historical jurisprudence regarding the incompatibility and prohibition of public officials-lawyers to exercise civil actions against the Administration. It argues that this opinion is partly illegal and unconstitutional.
