    En los Estados territorialmente descentralizados las relaciones entre las instancias de poder político se rigen por el principio general de colaboración y la lealtad institucional y se articulan en torno a un sistema de técnicas e instrumentos de relación intergubernamental. El Estado autonómico se dota así de mecanismos de colaboración de diverso tipo y finalidad que articulan las relaciones entre el Estado, las comunidades y las ciudades autónomas. Este estudio se centra en los aspectos esenciales de las relaciones de colaboración y cooperación que mantienen Ceuta y Melilla con el Estado y las comunidades autónomas, particularmente estrechas con Andalucía dada la existencia de fuertes lazos económicos, sociales y culturales comunes. Junto al estudio de estos principios y mecanismos de relación entre los poderes territoriales nacionales, se expondrán los aspectos básicos que determinan las relaciones de las ciudades autónomas con la Unión Europea. El carácter fronterizo de estas ciudades determina una singular relevancia de estas relaciones en materias diversas y de interés singular para las políticas europeas. El enfoque adoptado en este análisis es de carácter multinivel y tratará de mostrar una visión clara y actualizada de los aspectos más relevantes de las relaciones de colaboración establecidas por las ciudades autónomas con las instancias de poder estatal, autonómico y europeo.

    In territorially decentralised states, the relations between political authorities are governed by the general principle of collaboration and institutional loyalty. This is articulated through a system of techniques and instruments of intergovernmental relations. The autonomous State is provided by mechanisms for collaboration of different types and purposes between the State, the autonomous communities and the autonomous cities. This study focuses on the essential aspects of the relations of collaboration and cooperation established by Ceuta and Melilla with the State and the autonomous communities, particularly close with Andalusia due to the existence of strong common economic, social and cultural links. In addition, the basic aspects that determine the relations of the autonomous cities with the European Union are analysed. The border nature of these cities determines the singular relevance of these relations in diverse matters of particular interest to european policies. The focus of the analysis is multilevel and aims to show a clear and updated vision of the most relevant aspects of the relations between the autonomous cities and the state, autonomous community and european authorities.
