    Dentro del presente trabajo de investigación se observa como los problemas sociales existen desde el inicio de la convivencia social, el ser humano vive en grupo bajo reglas establecidas que deben ser respetadas y al mismo tiempo el Estado es quien las establece por la misma voluntad de la mayoría. En consecuencia, se debe de satisfacer las necesidades de las personas que integran está población. Establecer derechos y obligaciones para cada individuo de la sociedad se contrapone cuando no se propician acciones necesarias que respeten los derechos de la población y al mismo tiempo satisfacer necesidades básicas en cada uno de los individuos. Por lo tanto, Este articulo analiza de forma transversal la actuación e intervención policial (autoridad) cuando un sujeto esta en su presencia como autor/victima, en donde tendrá que actuar en protección de la sociedad y del individuo mismo dentro de su actuar.

    In recent research shows how social problems exist since the beginning of social coexistence, human beings live in groups under established rules that must be respected and at the same time the State is the one who establishes them by the will of the majority. As a result, the needs of the people who make up this population must be satisfied. Establishing rights and obligations for each individual of the society is opposed when the necessary actions that respect the rights of the population and at the same time satisfy the basic needs of each individual are not propitiated. Therefore, this article analyzes in a transversal way the performance and police intervention (authority) when a subject is in his presence as a perpetrator/victim, where he will have to act in protection of society and the individual himself in his actions.
