This article examines various causes for the spectacular floundering and consequent weakness of the nascent French democracy's first two parlimentary bodies. Although the representatives were totally inexperienced, they scorned all rules of parliamentary procedure offered from abroad. This essay describes the unfortunate circumstances which account for much of the chaos and violence in the ostensibly powerful assemblies.
