    La vinculación de la Universidad con la sociedad, es una necesidad manifestada en la Constitución de la República y la Ley Orgánica de Educación Superior. En la investigación efectuada, se describe el papel que cumplen los Gobiernos Autónomos Descentralizados de las Parroquias Rurales (GADPR), en el desempeño de las funciones directivas, recopilándose información de los actores sociales, que fue analizada para la intervención de los estudiantes y tutores, con el objetivo de fortalecer la vinculación mediante la cooperación de la Universidad con los GADPR. El resultado reveló deficiencias en organización y conducción de juntas y reuniones; normas y reglas de protocolo, técnicas para redactar documentos, lo que sirvió para apoyar procesos de capacitación, y visualizar la importancia de la vinculación con la sociedad.

    The link between the University and society is a need expressed in the Constitution of the Republic and the Organic Law of Higher Education. In the research carried out, the role played by the Decentralized Autonomous Governments of the Rural Parishes (GADPR), in the performance of the directive functions, compiling information of the social actors, which was analyzed for the intervention of the students and tutors, is described. with the objective of strengthening the linkage through the cooperation of the University with the GADPR. The result revealed deficiencies in the organization and conduct of meetings and meetings; rules and protocol rules, techniques for writing documents, which served to support training processes, and visualize the importance of linking with society.
