    Uno de los principales elementos para combatir la Corrupción son los Códigos de Ética, por ello una de las facultades del Sistema Nacional Anticorrupción es emitir los lineamientos generales para estos códigos, se dejó esta importante tarea al Sistema Nacional, porque este Sistema tiene como base fundamental la participación ciudadana, es decir, es un diferenciador esencial, para que no sean los mismos entes públicos quienes determinen los lineamientos de los Códigos de Ética, por ello estarían participando representantes de la sociedad civil de las 32 entidades federativas para la realización de los lineamientos en comento, esta es la parte primordial del porque tiene a cargo esta tarea el Sistema Nacional Anticorrupción, no obstante, esto no sucedió y se transgredió la Ley General de Responsabilidades Administrativas y pone en peligro los asuntos que se hayan fundamentado en Códigos de Conducta que se realizaron conforme los lineamientos Generales del Código de Ética.

    One of the main elements to combat Corruption are the Codes of Ethics, therefore one of the powers of the National Anti-Corruption System is to issue the general guidelines for these codes, this important task was left to the National System, because this System is fundamentally based on citizen participation, that is, it is an essential differentiator, so that it is not the same public entities that determine the guidelines of the Codes of Ethics, for this reason representatives of civil society from the 32 federal entities would be participating to carry out the guidelines In comment, this is the essential part of why the National Anti-Corruption System is in charge of this task, however, this did not happen and the General Law of Administrative Responsibilities was transgressed and endangers matters that have been based on Codes of Conduct that They were carried out in accordance with the General Guidelines of the Code of Ethics.
