    Este estudio analiza la inconstitucional “reforma” de la legislación electoral dictada por el Consejo Nacional Electoral por inconstitucional delegación que le hizo la Sala Constitucional del Tribunal Supremo de Justicia, mediante la cual se estableció un sistema de “elección” de los diputados indígenas a la Asamblea Nacional basado en un sistema electoral “indirecto” y “a mano alzada” en violación a la exigencia constitucional de que el sufragio sea siempre universal, directo y secreto.

    This study analyzes the unconstitutional “reform” of the electoral legislation issued by the National Electoral Council by unconstitutional delegation made to it by the Constitutional Chamber of the Supreme Court of Justice, through which a system of "election" of indigenous deputies to National Assembly was established. based on an “indirect” and “show of hands” electoral system in violation of the constitutional requirement that the suffrage always be universal, direct, and secret
